the sitting of the Regional Council which have closed the work of the chambers of this Legislature has approved the Consolidated Culture of Tuscany.
This is an important piece of legislation that not only brings together and tidy but also helps to redesign the entire framework of the applicable legislation of the Region of Tuscany in the field of culture.
in the article of the Uniform, following a thorough job in the Cultural Committee and at the same time of the final debate, have been implemented quite a few of the instances contained in the Draft Law on the Protection, at Exploitation and promotion journal of culture in Tuscany , submitted in due course, by the writer and other regional councils and public debate in Congress on the theme: Investing in the written word .
In particular, the Consolidation Act provides:
"the promotion and enhancement of cultural publications in Tuscany with special reference to magazines and production of small and medium enterprises";
"the promotion of contemporary cultural debate, there including those relating to the cultural history of Tuscany, in order to guarantee pluralism and the right of expression to cultural expressions not supported by the market of cultural consumption, including through the editorial and publishing support to small, medium and regular Tuscan cultural "
the following actions to promote magazines and small publishing
" the establishment of the regional list Tuscan culture magazines, which may be entered in the journals of culture that will meet the requirements identified by appropriate regulations;
the promotion of knowledge of Tuscan culture magazines included in the list of their productions and regional publications through the existing channels information within the various communication tools;
the promotion of knowledge dei piccoli e medi editori e delle loro produzioni editoriali attraverso la creazione di canali informativi entro i vari strumenti di comunicazione istituzionale;
la presentazione di pubblicazioni, incontri con gli autori, convegni e conferenze, cui la Regione provvede assicurando il coordinamento con gli enti e le istituzioni locali e scolastiche;
l’attività di intermediazione con gli enti locali, consorzi, aziende pubbliche e private, associazioni, al fine di favorire la conclusione di accordi, convenzioni tra piccoli e medi editori ed i canali della distribuzione;
la realizzazione di una banca dati dei piccoli e medi editori, anche avvalendosi della collaborazione del Comitato regionale per le comunicazioni (CORECOM);
the spread of the use of publishing and cultural magazines through library systems in the Region;
the participation of small and medium-sized publishers and magazines of culture at book fairs, national and international, using their own facilities, APET- Toscana Promozione and the Fondazione Sistema Toscana;
extraordinary contributions to the provision of multimedia projects related to innovation in order to broad dissemination of cultural content;
actions for the promotion and valorization of Tuscan culture magazine, with an indication of the contributions extraordinary innovation multimedia granted in the previous year.
Obviously the application of the information contained in the Consolidated is deferred until the next legislative and implementing Regulation which will then be developed.
But the reference in a law of this magnitude, of cultural magazines and small publishing and commitment so taken by the Region of Tuscany on the implementation of strategies for their dissemination and exploitation constitutes a first, unpublished political result of which I believe is right and stress the importance to account.
